News Conference on "Not Criminally Responsible": the Brentwood Five

At a news conference this morning, families of the Brentwood Five Massacre and local MPs including me, called for the Justice and Human Rights Committee (of which I am a member) to ensure that provincial review boards are properly weighing community safety when deciding on supervised or non-supervised release of violent criminals found Not Criminally Responsible (NCR) of murder; and to ensure that high risk individuals are properly designated as high risk.

NCR is an important component of our justice system for people who don't understand their crime due to a mental disability. However, public safety must remain the most important consideration when provincial review boards decide on possible reintegration into the community. Under the criminal code, public safety is required to be the paramount consideration; but we would like to ensure the provision is being interpreted correctly.
